Martin Perks is Managing Director of Greenwall UK. Until April 2025, he was a Commercial Programme Director at National Highways, where he acted as the client commercial lead across approximately three quarters of its £2.5bn-per-year capital works programme on England’s strategic road network.
As one of a small senior team overseeing capital maintenance, renewals and enhancement activity, Martin also led commercial improvement teams examining what worked, what did not and how procurement and contract management could be continuously improved.
He became a key National Highways communicator at technical conferences and market-engagement events, working across clients, contractors, consultants and the wider infrastructure supply chain.

Through Lean Construction Institute UK, Martin is part of a steering group working with the Department for Transport on a new public specification for productivity in UK infrastructure.
